Seymour was not a commited protestant but thought the reform was a good idea; he believed so because of the large income England was recieving, which he then used to pay off opponents. Money was a top priority because Henry VIII had left an empty treasury; some thought the change was good, yet there was still widespread opposition to the reformation. Catholics were unhappy with the reformation as Seymour had tricked them; yet Seymour couldn't get rid of bishops and there was very little change. It is now seen that the change was more political than religious.
